FAI in 2011
Class 3: Hang gliders having no rigid primary structure (paragliders), and which are able to demonstrate consistent ability to safely take-off and land in nil-wind conditions.

Paragliding involving flown pilot is a kite sport using gliding kites called paragliders.

WPGA in 2011
For sporting purposes of single-person free-flight with nil-wing foot launch and foot landing systems:  WPGA: Hang gliders having payload/pilot tethered below any wing (rigid or not) in such manner that the pilot may not grab the wing directly for control are WHGA Class 3 paragliders.

Within FAI Class 1 hang gliders there is a let of machines that feature a tethered pilot who is situated to grab the wing for control purposes; such hang glider is mechanically a gliding kite, that is, a paraglider, but enough different from Class 3 hang gliders of FAI designation "the paragliders".   FAI does not express the distinction as does WPGA.
