1. The two co-authors of the patents had dreams. Those dreams were partly enhanced by stepping through the process to obtain the patents.
2. Francis M. Rogallo was already an aeronautical engineer working in NACA.

Progress on his wing dreams affected his presence and persona in NACA and later NASA. The two patents bolstered his persona. 
3. At a key time in the history of aviation and space flight Francis' excitement and person let him forward his dreams and ideas backed by what he personally saw in his two patents. He would later gain many other related patents…and those later ones are part of the "affect" that affected aviation and hang gliding, just how, is the further story of this discussion, it is hoped. 
4. The fully limp version of is dreams and patents affected canopy and airframed hang gliding. Follow the affect in the discussions. 
5. His person bolstered by the two patents …with the persona gained and confidence of his knowledge …he would influence NASA in a way that resulted in at least four contractors building and studying hang gliders in NASA. 

…must pause. 
All go for it. Study the patents and the claims and the person and bolstered actions step by step and find a flowering of affect of hang gliding. Be a part of the flowering of this story.
