The focus is on the supporting float, the tethering control of the float in order to support in the stream the water motor at best position.   In other words, Schachter taught about a water kite or paravane that would hold a water motor or turbine; this is a kite-energy system teaching with focus on the bridle part or check cable and main tethering.  He teaches how to guide or  fly the supporting float (water wing) from shore to mid-stream and then to guide or fly the floating pontoon so that the  floating pontoon stays positioned as the water motor reacts with the stream's flow.

My first impression is that Eugene might have been more comfortable with an ornamental design patent, as the fundamental mechanical functions here seem to be non-novel; however further study on  my part is needed.   What do others have to say on this
