Negative Absolute Temperature of Wind proven by means of Kite

The wind on Neptune is on average about -200 °C and can reach 2000 km/hr. There is a lot of kinetic energy in this "cold" wind, which makes it very "hot", thermodynamically. This hidden heat has a Negative Absolute Temperature value.

Kite energy taps the wind's latent kinetic heat, which according the Second Thermodynamic Law flows from hot to cold, seeking thermal equilibrium.

As usual, I am looking for any (in)validating of the kite physics identifications.

The neg-temp wind-energy conjecture has been around for years. Other odd branches of statistical mechanics, as applied kite metamaterial engineering, are in the queue, like Inverse Boltzmann Distribution or Population Inversion or Coherence, etc., of AWE elements. Taken as a whole, wind and earth are a substantially coherent long-range-order energy basis.

At least these are effective theories for stimulating conjecture. Thanks for insights on any point.
