Ever-Up Communications- Towed and Wind sustained communications by kite.
In calm, the boat or land-vehicle Base tows the Transceiver Unit to keep it up. Any roadway network without wires passing over will do. A RAT at the transceiver can power it.
Compare with GoogleX Loon trying the same thing (regional WiFi coverage) with expendable free-balloons (bad idea).
